Globalization of the world economy is matched by global problems, and global problems demand global solutions on the basis of ideas, values and norms respected by all cultures and societies. Recognition of the equal and inalienable rights of all the people requires a foundation of freedom, justice and peace – but this also demands that rights and responsibilities be given equal importance to establish an ethical base so that all men and women can live peacefully together and fulfill their potential. A better social order both nationally and internationally cannot be achieved by laws, prescriptions and conventions alone, but needs a global ethic. Human aspirations for progress can only be realised by agreed values and standards applying to all people and institutions at all times. Thus, THE DELEGATION FOR HUMAN RIGHTS –DHR decided, that 10th of December 2008 would be an opportune time to adopt the Universal Declaration of Human Responsibilities, which would complement the Human Rights Declaration and strengthen it and help, lead to a better world. The initiative to draft a Universal Declaration of Human Responsibilities is not only a way of balancing freedom with responsibility, but also a means of reconciling ideologies, beliefs and political views that were deemed antagonistic in the past. The basic premise should be to aim freedom, but also to develop the fullest sense of responsibility that will allow that freedom itself to grow. But this is hardly a new idea; Throughout the millennia Prophets, Saints and Sages have implored mankind to take its responsibilities seriously. In our century, for example, MAHATMA GANDHI preached on the seven social sins. 1. Politics without principles. 2. Commerce without morality. 3. Wealth without work. 4. Education without character. 5. Science without humanity. 6. Pleasure without conscience. 7. Worship without sacrifice. “RULE OF LAW IS NECESSARY TO SUSTAIN DEMOCRACY & DEMOCRATIC CLIMATE IS ESSENTIAL TO UPHOLD THE RULE OF LAW.” Focus of both must be human beings and Human Rights. It may not be possible to prevent violation of Human Rights or eliminate them totally but by determination and dedicated efforts with the commitment of all concerned, violation of Human Rights can be minimized. In this regard, the concerted, cooperative and collective efforts of vigilant civil society, dedicated NGOs, committed and honest law enforcing agency, pro-active judiciary with an objective, sensitive and constructive media are required in respecting the Human Rights of all. Having said about the efforts in the field of human rights prevention by several Government and Non-Government institutions so far, I must say it has miles to go to reach the goal of achieving of all Human Rights for all. I would like to say that building a world of respect for human dignity and social justice is a job – a responsibility – for everyone. There is imperative need to build and encourage Human Rights culture at all levels in all segments of society. But words will not suffice. We need deeds that will bring to life the aspirations articulated by the Universal Declaration of Human Rights. This is a great challenge which requires a sustained individual and collective effort. Every human heart is abode of virtues and positive thoughts rather than godown of filth and negative thoughts. So let us pledge to make relentless endeavor to provide better protection and promotion of Human Rights true to the letter and spirit of the Protection of Human Rights Act, 1993 And Universal Declaration of Human Rights-(UDHR).
